We can and do create artificial habitat for animals (e.g. nesting boxes, wetlands) to use with current technology. However to do so, other than on a very small scale, is incredibly expensive and takes a lot of maintenance. While it is good to augment habitat where we can, it is far better to retain naturally occurring habitats, ensuring that wildlife are able to move between them.
