Um, not sure what you mean? A steam engine works by heating water, making steam, and then forcing that to rotate a turbine. So you could make a car like that. But I don’t think steam engines are very efficient.

As Matthew said, you could use water to run a steam engine.
In a car, which has an internal combustion engine, you need something that can ignite. Water is not a fuel in this sense (it can’t ignite), but if you can split water into hydrogen and oxygen, you could use the hydrogen to run a car. Temperature is not the main factor here though, you need to pass an electric current through the water instead. The amount of energy required to do this is currently too high to be useful though!

Love the idea, if an efficient way could be found to split the H2O molecule, particularly given the bi-product would be water! Unfortunately energy can’t be created from nothing.
