This is a really hard question but a very good question. It is good because it is something that all people or groups that keep animals needs to consider, hard because all animals are different. OK with turtles we set up underwater scratching posts so they can rub their shells. Places that keep dolphins and whales have a much harder time doing this and I don’t think they do it very well. It is a fine balance between keeping an animal and keeping an animal ethically.
