Stars twinkle because of the Earth’s atmosphere. There are many layers of air in the atmosphere and they all move around differently. This is turbulence which distorts the light as it comes down to us on the surface.
Planets, on the other hand, don’t twinkle anywhere near as much. That’s because we see them as tiny discs whereas we see stars only as points.
